The government's investigative arm and the filter between the judgement of the Clementbox and the ordinary lives of the people.

Meant to embody truth-seeking and moral integrity, members are detectives expected to pursue the truths behind Echo developments in order to protect the citizenry.

Some follow the Clementbox fanatically, hoping to enter its ranks, and some see the PUBSA as a filter between the extremity of the Archangel and the moral greyness of societal reality.

At its core, it is a detective organization meant to settle cases on a small-scale level and serve the populace. PUBSA officers may be called upon to assist with anything the citizens might need.

The Public Safety Bureau Building stands unassumingly on the opposite side of the Central Plaza to the Clementbox. In stark contrast to the faceless, towering cube, the PUBSA headquarters is an intricately decorated, wide-spreading affair that rises only a few stories from the ground.

As one of the oldest factions between those active in Locus City, and one of the ones most closely tied with a pre-Endling institution, the Public Safety Bureau Building stands approximately where New York City’s Police Precinct 13 once did.

The building’s interior follows much the same vein as its exterior. Despite it being a recreation of a historical building instead of the original structure, the hallways are winding and tight like an old police precinct’s. Tiled linoleum floors lead its officers past information desks and plexiglass barriers and through dozens of small office areas where physical papers pile high on workdesks, coffee-stained and metal-stapled, ready for filing.

Instead of isolating themselves on the building’s third floor, both the Chief of Police’s and the Head Detective’s offices are directly in the middle of the flow of traffic of officers heading in and out. The upper floors are mostly reserved for confidential case file and evidence storage and the PUBSA’s forensics department.

    A serious, somewhat stern middle-aged woman who serves as the Public Safety Bureau’s Chief of Police.

    August Plum began her career as a simple patrol officer, but her sharp intellect and intense work ethic quickly carried her up the ranks… despite her overly blunt, occasionally acrid personality.

    Age and experience has mellowed her quite a bit, however. As she’s taken on more leading roles within the organization, she has come to realize the importance of concepts like nuance and subtlety: things her seniors before had tried so hard to impress upon her.

    Nowadays, although her position as Chief keeps her out of the field and in the office most of the time, she does her best to guide young detectives through the same murky waters she once strode brazenly through.

    A high-spec middle-aged man who serves as the Public Safety Bureau’s Head Detective.

    Few people know Detective Butler’s first name, and he doesn’t make a point of telling anyone, either, preferring to go by Detective. The most the average PUBSA officer knows of him is that his family is well-off, his glasses are surprisingly flashy, and that seeing him smiling means that one is in much more danger of additional paperwork than seeing him straight-faced.

    Butler was not the Bureau’s first pick for the position of Head Detective, but after Acting Head Detective Geist Citron’s voluntary return to his Senior Detective position, he has gracefully stepped into the role.

    As Head Detective, he manages most active case distributions and patrols between the PUBSA’s divisions.

    A lackadaisical, gentle, rather unassuming middle-aged man.

    Geist Citron’s background is unremarkable. He made his way through compulsory and then higher education without much fanfare, graduating from Locus City University with a degree in Criminal Justice, then joined the Public Safety Bureau as a patrol officer as soon as he could.

    After following an older mentor for a while, he was promoted to Senior Detective and assigned a young newbie named Clement as his junior partner.

    After Clement rose to the position of Archangel, the existing Head Detective of the PUBSA submitted his retirement and Geist was nominated for the position. However, after only 6 months in the job, he willingly stepped down and returned to his previous role as Senior Detective.

    An ambitious, up-and-coming detective with a chip on her shoulder.

    She believes in the mission of the Public Safety Bureau, but her true faith lies in the justice of the Archangel. She’d do just about anything if it meant one day wielding one of Clementbox’s famed Excaliburs.

    As a workaholic with nothing else going for her in life, she demands excellence from herself and everyone around her. Don’t let her catch you slacking, or you’ll lose an ear to one of her lectures.
